About This Special Issue
The phenomenon of corruption was recognized in the early stages of the development of the modern state and society. There is no doubt that corruption is a negative social phenomenon that destroys the foundations of social order, civil liberties, principles of democracy and fundamental rights of individuals. Corruption is a harmful social phenomenon widespread both in developed and organized countries, and in underdeveloped and systematically unconsolidated countries. It creates mistrust of citizens towards the state and its bodies, simultaneously generating their dissatisfaction, stops the development of the economy, discourages investments, harms the international reputation of the country and encourages negative demographic tendencies.
Corruption is a socially negative phenomenon, which is unfortunately present everywhere in the world, and appears in various forms, which makes it always a current topic. Corruption is defined as a relationship arising from the use of an official or social position or influence to obtain an illicit benefit for oneself or another. Corruption refers to all those situations in which a certain person does not take actions in the interest for which he was entrusted with the powers, but does so by following his own, personal interests. Corruption means demanding, offering, giving or receiving, directly or indirectly, a bribe or any undeserved benefit or its appearance, which interferes with the proper performance of any duty or behavior required of the recipient of the bribe, undeserved benefit or appearance of benefit. Corruption is no longer a local matter but a transnational phenomenon that affects all societies and economies, which makes international cooperation on its prevention and suppression necessary.
